Position Overview

The Program Manager (PM) is responsible for the overall management, execution, and quality assurance of the IMCOM Systems Navigators and ACS Compliance Specialists (SNACS) Support Services contract. The PM serves as the primary point of contact between DysTech and the Government, ensuring all performance requirements, deliverables, staffing, and quality control standards are met throughout the period of performance.

Key Responsibilities

Tasks include but are not limited to:

  • Provide full lifecycle program management for a large, geographically dispersed federal services contract supporting EFMP Systems Navigation and ACS Certification Compliance services
  • Serve as the primary liaison with the Contracting Officer (KO), COR-HRS, COR-RA (SN), and COR-RA (ACS) on all technical and operational matters
  • Oversee daily contract operations, ensuring compliance with the Performance Work Statement (PWS), Quality Assurance Surveillance Plan (QASP), and Quality Control Plan (QCP)
  • Manage and supervise all contractor and subcontractor personnel, ensuring staffing levels, qualifications, and training requirements are continuously met
  • Develop, implement, and maintain an effective Quality Control Program, including performance metrics and corrective actions as required
  • Review and approve all contract deliverables, reports, and invoices prior to submission to the Government
  • Monitor contract performance, staffing levels, retention rates, and vacancy backfills in accordance with contract requirements
  • Coordinate and support post-award meetings, interim progress reviews, inspections, and site visits
  • Ensure compliance with all security, privacy, training, and reporting requirements, including CAC issuance, background investigations, and mandatory DoD training
  • Support transition activities, including entrance and exit transition planning, knowledge transfer, and continuity of operations

Required Qualifications

  • Bachelor’s degree in one of the following fields:
    • Social Work
    • Psychology
    • Marriage, Family, and Child Counseling
    • Counseling or Behavioral Science
    • Education
    • Community Health or Public Health
    • Business Management
  • Minimum of ten (10) years of experience supervising personnel OR
    • Master’s degree in a related field with six (6) years of supervisory experience
  • Demonstrated experience managing large-scale Government contracts or programs
  • Strong knowledge of Government contracting processes, compliance requirements, and performance management
  • Excellent leadership, communication, analytical, and organizational skills

Preferred Qualifications

  • Prior military service or direct experience supporting military or family readiness programs
  • Experience with the Exceptional Family Member Program (EFMP) or non-clinical case management services
  • Familiarity with Army Community Service (ACS) programs and certification processes
  • Experience managing geographically dispersed teams and remote personnel

Work Environment & Location

  • Program management staff are expected to be located in the San Antonio, TX area to support coordination with IMCOM Headquarters at Joint Base San Antonio
  • Limited telework may be authorized in accordance with contract requirements and Government approval
