Under the general direction of the Supervisor II the Construction Specialist is considered the prime subject matter expert on California Building Standards Code (CBSC) requirements and provisions for residential housing construction in the disaster recovery portfolio. The incumbent exercises a high degree of initiative and independent judgment while performing a variety of complex duties for the disaster recovery housing programs, including supporting excellence in customer service for both internal and external stakeholders and process improvement duties.

Note: Effective July 1, 2025, a 3%salary reduction is in place under the Personal Leave Program (PLP), with 5hours of Personal Leave Credit earned monthly in exchange. This program is subject to change based on union agreements and state budget policy.

Under California Government Code Section 14200, this position is eligible for hybrid telework and may be eligible for full-time remote work in some circumstances and/or time-periods, at the sole discretion of the Department. Telework-eligible applicants must reside in California. Headquarter location will be designated based on the selected candidate's primary residence location. This is subject to change if HCD's criteria is met

Special Requirements

Confidentiality

HCD Disclosure Requirements

Selected candidates may be subject to rules imposed by a Conflict of Interest Code that apply to HCD employees, which may require filing a Statement of Economic Interest (Form 700).

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Knowledge of and experience with construction methods and terminology.
• Knowledge of and experience with California Building Code, including codes applicable to manufactured housing in mobile home parks and on private land.
• Knowledge of and experience reviewing single-family housing construction plans and specifications and construction scopes of work.
• Knowledge of and experience with single family rehabilitation and reconstruction programs utilizing state and/or federal funding, including application intake, eligibility review, scope of work development, and construction management. 
• Experience managing/monitoring construction contractor work. 
• Experience developing, identifying, recommending, and/or leading organizational and/or process/system improvements

Statement of Qualifications

Interested individuals must submit a Statement of Qualifications (SOQ) in addition to the standard state application (form STD 678). Your SOQ will be considered the first interview for this position. Cover letters and resumes do not take the place of the SOQ. When completing the SOQ, number your responses, include all relevant experience, education, and training, as applicable, and explain all answers thoroughly.  Your SOQ should not exceed three pages, single-spaced, Arial 12-point font and address the following:

1.    Describe your knowledge of and experience with single family housing construction projects.

2.    Describe a situation where you found a creative way to overcome an obstacle. Describe the problem-solving techniques that you used and describe what you learned from that situation.
